Legal Regulation
With the regulation published by the Ministry of Culture and Tourism, as of January 1, 2024, the daily, weekly or short-term rental of residences is only possible with a Tourism Housing Permit Certificate. In this context, it is forbidden to rent houses without a certificate and may face penal sanctions.

Who should get this certificate?
The TAC Document covers the following persons and organizations:

  • Owners who rent their dwellings for 100 days or less, regardless of the purpose for which the rented dwelling will be used by the user (education, health, work, travel, sports, etc.),
  • Landlords who rent short-term through platforms such as Airbnb etc,
  • Real estate investors and real estate businesses,
  • Owners of residences, apartments or detached houses,
  • People who plan to rent their property on a seasonal or monthly basis.

Application Requirements
The following criteria must be met for certificate application:

  • The dwelling is an independent section
  • Unanimous consent of the condominium owners
  • Ensuring basic standards such as fire safety, cleanliness, waste management
  • Establishment of tax liability
  • Ensuring the integration of the identity notification system

Obligation and Sanctions
The penal sanctions to be applied to those who rent for tourism purposes without a certificate are as follows:

  • Fine up to 100.000 TL
  • Ex officio suspension of the use of the dwelling for tourism purposes
  • Exponential increase in administrative fines in case of recurrence
  • Tax and license inspections for persistent violations

Document Duration, Transfer and Cancellation

  • The TAK Certificate is an indefinite document if the criteria specified in the regulation are met.
  • In case of transfer of title deed or allocation of usufruct rights, the document can be transferred to the new owner or the real or legal person with usufruct rights.
  • If the short-term rental situation is no longer available, the document may be canceled.
  • The certificate holder is responsible for all rentals for the duration of the certificate.
